Worst hit is the Sandringham line with flooding at stations forcing passengers onto buses, according to Metro trains spokeswoman Geraldine Mitchell. Some areas of Victoria exceeded their monthly average of rainfall overnight. Parts of Melbourne and West and South Gippsland received more than 50mm of rain overnight and today. Several roads have flooded severely affecting traffic. Drivers on the Monash Freeway have been diverted onto other routes. Victoria Police advised motorists to slow down and take care on the roads. In some cases flooded roads would not be visible to drivers until it was almost too late. Melbourne Water has advised people to avoid direct contact with waterways after a controlled sewage release from parts of its system in the past few hours. Melbourne Water spokesman Andrew McGinnes said the release of diluted sewage is caused by large amounts of stormwater flowing into the sewerage system. “The system is designed to deal with some stormwater getting into the system but when we have had really heavy rain like this morning sometimes the systems can get overwhelmed,” Mr McGinnes said. “We do the release to stop the stormwater getting into people’s homes through the drains and to take the pressure off the system.” Campers were warned last night to stay away from creeks and rivers and the deluge has lead to South and Northeast districts to be on flood watch. Bureau of Meteorology forecaster Christie Johnson said the weather was caused by a low pressure system centered over West Gippsland. "Melbourne has received about 35mm which is quite a lot for the CBD," Ms Johnson said. The rain has been concentrated in the eastern suburbs with Doncaster receiving about 50mm of rainfall and Moe hitting about 53mm. The pressure system is expected to gradually move north and northeast where it will weaken.

On the night of the 7th of April heavy rains flooded Karonga district leaving around 3,287 people from 60 villages destitute. With the ongoing assessments the numbers for the people affected is expected to rise. Both North Rukuru and Songwe rivers burst their banks, in the process collapsing a dyke that was constructed to block North Rukuru river from reaching the district headquarters causing extensive flooding around the District Assembly including the main market, offices and residential houses. Most houses have collapsed and people are staying in the open on the main road to Tanzania. Some of the affected people are currently staying in schools. Fields have been washed away and some have been submerged in water. An area stretching nearly 60 kilometres has been affected.
